Advanced Rulings


Advanced-rulings are binding decisions issued by the Directorate General of Customs in implementation of customs laws and regulations, with respect to details relating to specified goods, especially Valuation, classification and origin of goods in preparation for import or export.

The implementation of this procedure will enhance the ability to predict and verify customs operations, and reduce the time required for customs clearance at the border crossing points, it will also reduce the differences between customs and traders on customs tariffs, and deal with evaluation issues and country of origin at the borders.


Advance clearance was introduced in full capacity on July 2019 which allows businesses to request a decision on clearance through the Directorate General of Customs prior to any actual import or export procedure relating to the origin, classification or valuation of the goods.
